Public Lecture: Emerging Markets (BRICs) Economic Development and Role of Banking and Financial System, Dr. Haroutioun Samuelian

Countries like Brazil, Russia, India, and China (the BRICs) saw a 25 percent boost in growth during 2008-2010. As 2011 ended, these major emerging economies started showing signs of weakness.
The global banking system is phasing in stronger regulatory standards. There is a risk that long-term interest rates could rise more sharply than currently anticipated. Structural reductions in market liquidity and leveraged positions in short-term funding markets and the shadow banking system (for instance, in the mortgage real estate investment trust sector) could amplify these rate increases and spill over to global markets.
Dr. Haroutioun Y. Samuelian is the Vice Governor of Banque du Liban, the Central Bank of Lebanon. Since he assumed this position in 2009, he has been in charge of The Accounting and Reporting Directorate, The Financial Markets Directorate, and The National Payment and Settlement Systems Directorate. He chairs the National Payment Systems Committee and Oracle implementations committee and is a member of the Central Council (governing board), Open Market Operations Committee, and the Reserve Investments Committee.
Dr. Samuelian has been a career banker since 1963. Positions he has held include Senior Executive Director in banks throughout Lebanon, Vice Governor at the Banque du Liban, a member of the Bretton Woods Committee in Washington (IMF, WORLD BANK, IFC, WTO Institutions), and a member of the World Union of Arab Bankers.
He also has been a visiting lecturer at universities throughout Lebanon, France and the United States. For numerous years, he has been serving as chairman and member on the boards of several benevolent and social societies including the Council of the Armenian Orthodox Community in Lebanon, the Armenian Orthodox Community Legislative Committee and the Howard Karagueuzian Commemorative Committee.
Dr. Samuelian holds a doctoral degree, with distinction, in business administration from France’s Grenoble University (Grenoble Ecole de Management). He also holds two MBA’s; one from the Lebanese Canadian University in Aintoura, Lebanon and the other from the University of Quebec in Montreal, Canada.
