About the Speaker:
Dr. Armen Harutyunyan is a distinguished legal scholar and human rights expert who served as a judge at the European Court of Human Rights from 2015 to 2025. He previously served as Armenia’s human rights defender, rector of the Public Administration Academy of Armenia, and deputy representative of Armenia to the Venice Commission. His international roles have included regional representative for Central Asia of the office of the UN High Commissioner for Human Rights and head of the UN Human Rights Monitoring Mission in Ukraine. He holds a Ph.D. and a Doctor of Law and has taught constitutional and international law at Yerevan State University.
