Interstate Arbitrations After Armed Conflicts: Azerbaijan vs. Armenia

Azerbaijan has launched two unprecedented interstate arbitrations against Armenia. The claims were filed against Armenia under the Energy Charter Treaty and the Bern Convention on the Conservation of European Wildlife and Natural Habitats. Azerbaijan is accusing Armenia of destroying the environment and biodiversity of areas in the Nagorno-Karabakh region and surrounding areas. It is also seeking “redress and financial compensation,” alleging that Armenia had exploited the energy resources of Nagorno-Karabakh.

The panel discussion is open to the public.

About the Speakers:

Dr. Diora Ziyaeva

Partner, U.S. Sector Co-Lead for Mining and Natural Resources

Dr. Diora Ziyaeva is a Partner and U.S. Region Co-Lead in Mining and Natural Resources at Dentons in New York. Her practice focuses on investor-state arbitration, international commercial arbitration, and public international law.

Licensed in New York and Uzbekistan, Dr. Ziyaeva has been involved as counsel and arbitrator in over 40 significant international arbitration proceedings, both institutional and ad hoc, as well as post-arbitral disputes (annulment and enforcement) for both private and public operators, with experience in mining, renewable energy, pharmaceuticals, real estate, oil, and gas in Central Asia, Latin America, the Middle East, Eastern Europe, Oceania, and Africa. She has represented parties before the federal and state courts in the United States, including the United States Supreme Court.

Sargis Grigoryan

Independent Arbitrator and Counsel

Sargis Grigoryan is a civil and common law-trained lawyer based in Washington D.C. and Yerevan. He is a trilingual lawyer with over 15 years of experience representing clients from Russia and the CIS region in international commercial and investment arbitration, under the rules of all major arbitral institutions. He was a former arbitration partner at Rybalkin, Gortsunyan, Dyakin and Partners, as well as the Firm’s Head of Public International Law Group. As a dual-qualified lawyer, Grigoryan is uniquely qualified to provide strategic legal advice concerning complex disputes involving cross-border parties and enforcement issues. 

Grigoryan also serves as an arbitrator at the International Centre for Dispute Resolution. He has particular experience with energy, mining, infrastructure, joint venture and M&A, and manufacturing issues. As an Armenian and New York law expert, Grigoryan also has extensive experience providing evidence in foreign courts and arbitral proceedings. He has been consistently recognized in Chambers and Partners.
