Energy Law in Transition: Saving while Powering the Planet

About the Event:

Energy markets globally are in transition: from a high carbon to a low carbon economy, from coal to wind and solar. And gas continues to replace coal as the cheaper fossil fuel, and is essential as feedstock to many industrial and chemical processes. Yet Governments, which make the laws framing the energy market, are ideologically and internally divided about this inevitable shift in energy production. Coal-fired power continues to provide the cheapest (in cost, not value terms) fuel for base-load power generation, and therefore the cheapest cost to consumers. But price alone does not any longer solely determine consumer behavior in this market due to real concerns amongst many consumers about climate change. Those ideological splits will determine in part the nature of the laws passed by different countries to regulate electricity markets and industrial development. This is the essential background to the workshop. Lecturers will examine energy law in Armenia and Australia, and see these forces at work in law making process which will determine, without overstating it, the future of the planet.

About the Speakers:

Jonathan Fulcher
 
Jonathan Fulcher is the Program Director of Energy and Resources and professor at TC Beirne School of Law, University of Queensland, Australia. He is a current member of The University of Queensland Centre for International Minerals and Energy Law (CIMEL). Fulcher is also a Partner at HopgoodGanim Lawyers, Australia’s leading law firm and is the head of leading Resources and Energy practice in Brisbane and the leader of Native Title practice.
 
Fulcher applies his extensive projects, resources, native title and cultural heritage experience to mining, oil and gas transactions, infrastructure developments, joint venture arrangements, and asset and share sales and acquisitions across Australia and internationally. Jonathan is regarded as one of Australia’s leading native title and cultural heritage lawyers and has been recognized by Chambers Asia Pacific every year since 2007 in addition to several other legal publications.
 
Mary Galstyan
 
Mary Galstyan is the Advisor to Minister of Nature Protection of the Republic of Armenia. She is specialized in environmental and resources law, particularly in legal and regulatory aspects for sustainable governance of natural resources. Graduated from the Master of Laws (LL.M.) program of the American University of Armenia (AUA), she is currently a lecturer at the program delivering a course on legal aspects of mineral resource governance. Galstyan has consulted UNDP Armenia, World Bank, United States Forest Service both in Armenia and Georgia for a number of legislative reforms in the fields of environment and natural resource governance.
