Intellectual Property Rights Crime and Enforcement

About the Event:
The presentation will include the scope and trends of the counterfeit and piratical goods market, the organized crime connection, the health and safety aspects, economic and national security impact of counterfeits, and various government (e.g. the USG) response to the increasing threat of IP crime.

About the Speaker:
Victor Vartanian is a Special Agent/Criminal Investigator with the U.S. Homeland Security Investigations (HSI). He is currently assigned to the National Intellectual Property Rights Coordination Center (IPR Center), which is an HSI-led task force located in Arlington, Virginia. Victor’s investigative work experience includes tours of duty at the HSI Miami, Florida field office, where he conducted international money laundering investigations against organized crime groups, the HSI Attaché Office in Moscow, Russia and the agency’s Office of Professional Responsibility at Headquarters. At the IPR Center, Victor has managed various programs, including an undercover operation against international smugglers and counterfeiters, interagency coordination and most recently the IPR Center International Training Program designed to increase the awareness and enforcement of intellectual property laws.
